Who pays for utilities in Milwaukee the landlord or tenant?

Hi guys, Needing a little help with rentals in Milwaukee, can someone tell me who’s responsible for paying the utilities bill? The landlord or tenant and at what cost they may be?

Generally, tenants always pay their own gas/electric. For my properties, tenants pay the water bill as well. I get the water bills and then charge the tenants. I want to make sure I see the bills and monitor what's happening.
