(MA) MCO Housing vs. FHA

I have a friend that qualifies for the MCO lottery housing. I advised that they also look into FHA loans to see what they qualify for. What are the pros and cons of going through MCO rather than purchasing a home with an FHA loan? Also should you work with a buyers agent if you move forward through MCO? Thanks!
