Wholesaling Code Violation

I'm a new investor and found my first property this week on Craigslist and the seller is asking $1000 and very motivated. I know it need lots of repairs and I'm a bit confused. How do I handle this?

Can somebody tell me if I should accept the asking price and how to construct the paperwork?

Ask for proof of ownership to start with. Craigslist is full of scammers.
