Permits Not Pulled for a Garage-to ILS

Hi everyone,

I'm looking at a property that has a garage that was converted to a 2 bedroom in-law suite. I checked if permits were pulled, and they were not. My question is, what should I do? What are the fines and/or repercussions of purchasing this property? Should I contact the city this property is in?
