What are some medium/small Texas cities where the real estate market/economy is great for buy and hold investing? 

Other than SA, Houston, Dallas area, El Paso, and Austin. The major Texas cities.

Waco, Lubbock, Gainesville, maybe Bryan-College Station area, Denton.   I am in DFW area, so I often tell people to draw a big circle around DFW, then invest on the outside of the circle if you can find the right deals.  Buy in the path of progress.

I don't know enough about Houston, SA, Austin, but I would expect you might could do the same thing there.
