RUBS implementation on 52Unit ( under contract) upon possession?

I have a 52 unit in MI under contract and the utility the owner pays are high.  in order to lower costs I want to implement RUBS across the board on all tenants.  it is my understanding that companies will do this so its legal.. anyone have any suggestions how to do this and what company to use?

Well, I just do it myself since I only need a XLS and can read submeters on 20 units.  Anyway you can tap the feed to each unit?  We don't have many boiler buildings in Portland.

There are 3rd parties that bill, however, not all of them do collections.  Ask to make sure.
