How to approach another investor

First time I've tried to do an off-market deal. I've been walking by this vacant house for 6 months and looked up the owner. Turns out the owner owns a local mortgage company and bought the house in 2007. But the house is obviously vacant. How would you approach another investor to see if they want to sell? Would this be by mail, pop into the office, or what?

Thanks for any advice.
