Vacant FHA Owned Property

I was driving around this morning and came across a vacant property with a sign on the window with emergency contact information - a realty company. Title shows it is currently owned by FHA. I contacted the agent for the status and she said it wouldn't be listed for a month.

=> Here's my question. Is there a way to make an offer before it's listed and is there something obvious here I'm missing?
