Where have all the safe neighborhood multifamily properties gone?

Looking for relatively safe neighborhood multifamily property 7-20units under 1.25 million.  Seems so many I look at are in high crime neighborhoods or no job growth cities.  Any advice or suggestions would be appreciated.
