Bank foreclosed multifamily

Attempted offer on 54 Unit Multifamily that bank foreclosed on in 2017.  Problem is they refuse any negotiation on property off their asking price. Property in rural southwest virginia but is near law school and pharmacy school.  Any ideas on tactics to get them to negotiate.  Ideas on why they refuse to this point.  I'm sure they don't want to waste time for tire kicker calls on property but I made a genuine offer and was completely shut down.  Not even a counter offer.
