Home inspection informational only

I'm looking to buy my first home using a VA loan. The seller is asking for financing and appraisal contingencies and the home inspection would only be for informational purposes only. My agent says should anything come up major we will be able to void on HOA.

Why might the sellers ask for this contingency and has anyone been able to void on HOA?
