forwarding address for vacant properties owners

Hi all,

I've been sending letters to owners of vacant properties. To make sure the envelopes reach the current owners, the envelopes must be stamped "RETURN SERVICE REQUESTED', by the Post Office. However, either no one at the PO knows what the heck I'm talking about when I ask about this service or they say I must contact the Bulk Mail unit.

If anyone out there has had success getting this part done, please share. I did not realize how goofy the Post Office people are until now.
