IRS not paying rent for shutdown period?

Have you or any property managers you know heard of the Government not paying rent for the days during the shutdown period? A buddy of mine is contracted by property manager to provide daily cleaning service to space that the IRS leases. The property manager asked him to discount October's invoice by the business days covering the shutdown period. The property manager said that the IRS will not be paying rent for those days, hence the invoice discount request (ignore the likelihood that they have already paid that rent at the beginning of October...)

This is the first that I've heard anything like that and I have to wonder if he was being lied to by the property manager. Since no one was working in the IRS office, he didn't provide any services, so that's not really the issue. Were more curious whether or not he was lied to. And if so, I assume the idea would be for the property manager to pocket the amount of the discount?

Has anyone else heard of the gov't not paying rent for those days? Thanks in advance for your replies.
