Property taxes for Apartment building in Cleveland

How do I figure out what would be the property tax after sales/closing for a property in Cleveland MSA? Looks like tax valuations reset to sale prices in some area, whereas in others it does not reset. Does it depend on city/tax district? Is there a way to find this out to calculate my post-sale taxes for each area?

 Tax will be based on sale price ,, Also do not buy anything without a team. I have done about 500 out there all while living out of state.
