Looking to build in westbury, ny is anyone familiar with area?

My parents own a house in westbury, ny. Currently the first floor is a hair salon and the second floor is a one bedroom apartment. It’s a corner house with a 6 car parking lot that the two had them build for the salon when it was bought. They want to sell, but I see opportunity to build a few units there. Any advice on what to do to see if I could actually build a bigger building there. There’s a 30 unit apartment complex across the street and medical offices on each side of the street. The house is registers as commercial/residential
