Covered Land Play with Containers

I am conceptualizing an adaptive re-use for a property I control which would be a great site for a container concept (restaurants, beverage, etc). Wondering if anyone has experience and commentary regarding costs versus conventional construction. I live in a community where container development is appealing because it allows us to circumvent local building codes and deal directly with the State. Any thoughts appreciated.
