FNMA homepath duplex with rental restrictions?

first time I ran into a homepath property that has a rental restriction.

No renting for 1 year.

It is NOT an HOA restriction, not in any sort of community.

It is a multifamily zoned duplex.

Listing agent said there is an addendum to sign that I can't rent for 1 year. A duplex?

I asked to see the addendum to see how it is worded, have not gotten it yet.

Is this common? I thought they will offer owner occupants a first look, not a rental restriction, and on a multifamily property?
