Looking for Pre foreclosures

When looking at pre forclosures, how can I find the owners contact information so that I can contact them directly to help them out? I am investing abroad so I cannot just show up to their property.

propstream or some other list service 

filter and make a list 

use a list service to contact owners via cold calling, mail marketing, texting etc 

Once the owner is contacted, get the condition of the house, pictures and get a contract signed
