home in foreclosure what next?

Have home interested in making an offer on.  The lender has taken ownership of the property at a foreclosure auction at the Courthouse.  There are people living in the property and it is not listed with and agent.  What would my first move be?  Thanks.  Any help would be greatly appreciated.  Paul.
