H.O.A past Dues

looking for information on Homeowners Assoc. past dues on a piece of property sold at a PA tax deed sale. the property will be sold off the County Repository list. It states that all Mortgages etc are free and clear. Question is, does that include past dues owed the the HOA that the property is located in? I don't want to purchase a piece of property that owes thousands in back dues to where it is not profitable. I asked the HOA and they were "unsure"
