Chained Tax Auction hone with Notice

Hello Everyone. I have only posted once, but I love looking at the different questions and answers as I continue my journey into investing. I have purchased two properties in Flint, Mi. (Beecher to be exact.) I have not recieved Deeds or anything yet to the homes but I have changed the locks on 1. On home #2, I notcied there is a sign on the door that reads; In regards to the disaster at this residence, Owner should contact E.D.C. There is a number that is given. I called and it was a disconnected Cell phone. Home is locked and chained. There are multiple locks on each chain. The yard is being mowed and kept also. Has amypne encountered this type of notice. It does not appear legit. I will try to post a picture of the notice also. This is my first investment so any info will be appreciated. Thanks in advance.
