VA Loan and Foreclosure Appraisal

Hello, everyone.

I've been looking on Realtor.com for a house. Most houses "in shape" costs around 200K. I am not trying to get into that loan. I'm looking to buy a cheap house, for 50K +/- 10 K. And do some work in it for couple of months, then find a roommate. I talked to Realtor and she said that most foreclosed houses won't qualify for VA loan since they are may not be safe.

Also, my bank charges 450$ for appraisal. Can I find a separate from the bank company to do the appraisal or I have to use the bank? What is fare appraisal price? It also seems to me I will have to pay that price for every house I am interested in. That is too much. 

Finally, I need to find a person who can go look at a house with me, tell me its safe/ or not, and how much would remodeling cost me. How do I find someone. What type of companies do that?
