foreclosure taxes - who pays?

I have a buyer wanting to close on a foreclosure before 1/30/17. The 2016 taxes haven't been paid yet (due 1/31/2017). If the house is being sold "as-is" who pays for 2016 taxes?

thanks Christopher. I'm sending this 12 page addendum to my lawyer and title company to review as I made a commitment to fight for my buyers!

The 12 page addendum indicates it is a FNMA so yes they will pay the 2016 taxes and 2017!will be prorated
