Sheriff sales in NJ (Ocean County) - Upset vs Judgement

Hi all, 

I have two questions relating to sheriff sales.

1) I am wondering if anyone can chime in on the difference between the judgement amount vs upset amount. I was under the impression that a property will not sell below the upset cost, however, I saw otherwise at the auction.

How do I find out the judgement amount/the minimum amount the bank will accept prior to the auction ?

2) Has anyone purchased a occupied foreclosure and what was your experience with the eviction process. 

On average, How long does the process generally take.
