Too Late to Purchase these homes?

I'm a wholesaler and I do business in two different counties. I want to put most of my focus on pre-foreclosures, as that is a clear indicator of a motivated seller. In both counties, the courts do not make public record of when the homeowner receives a Notice of Default, ONLY when the receive Notice of Trustees Sale. Obviously, it would be ideal for me to know when they receive a NOD, but I don't know how to obtain that information. Is it to late to meet with a seller and make an offer on a home after they've receive the Notice of Trustee's Sale?
