Bank refusing to dewinterize

Im a FTHB and I put in an offer on an as is Fannie Mae home and the listing agent advised the bank will only accept offers at asking price and will not dewinterize. I made a second offer at asking price and offered to pay to have the home dewinterized and was advised again the bank will not dewinterize. My concern is that the listing agent will not allow my realtor to contact the bank directly and I'm not sure if she's even submitting my offers or if she's just declining them herself...is that possible? Also what would be the reason for the bank not allowing the home to be dewinterized if I'm paying for it? Any suggestions are much appreciated
