Do you have to pay for foreclosure listings?

Hello! I am starting a real estate business right now and with the corona-market being what it is, I have begun looking into foreclosures. I am wondering, is it normal to pay for complete access to the foreclosure listings? Any other foreclosure recommendations anyone is willing to share is greatly appreciated as well!
