Flipping - new management

Apologies if this has been previously answered. I have an old apartment building under contract. As far as I can tell, rents can be increased moderately and, with new management, expenses can be reduced. For example, the current owner is paying nearly 20% of the gross rents for all the utilities. Significantly reducing that expense through RUBS should an easy way to boost the NOI by a healthy fraction of the gross.

If I choose to flip the property in its improved condition, how long will I need to wait for potential new investors to accept the new operational numbers over the old ones?
