Should I invest in 3 unit in Los Angeles city?

I see a potential 3 units in Los Angeles city (95th street). The current rent is much lower than the market rent. My husband doesn't want to invest in Los Angeles city because the neighborhood is not safe. How do you think? Is it possible to ask seller deliver the property vacant?
