Jersey City Vacancy Capital Improvement

Hi, I'm looking at a multifamily that has decades of deferred maintenance. All the units need gutting, needs new roof and facade repairs.  I've tried calling and emailing the JC Rent Control office without any success.  My questions are:

  • For vacancy decontrol are there expenses that are not allowable? eg: HVAC, new hot water system, new building access system
  • For capital improvements that apply to all units, what is generally allowable: eg: facade, roof, common area upgrades, new laundry room, basement gym, etc. Can these be applied towards increasing the rents across all units?

If there's an expert out there who has worked on this recently, I'm happy to pay for a brief consultation.
