Next door Unit Owner wants to sell the unit at Imperial Beach

Hi,

I have a townhome let say Unit A at Imperial Beach on Oceanfront bought it last year. The attached townhome owner (Unit B) is reaching out to me and asking me if i am interested in buying it. Note that my unit is one of the 4 unit townhome where 2 townhome are behind and 2 townhome are ocean front. Mine is ocean front and attached townhome owner is open for discussion to sell it. Now this unit B has currently a messy tenant with multiple dogs and not cleaning and has created a mess so it seems that Unit B owner may now want to sell the unit B . My unit A currently is not cash flow +Ve and i just refinanced it from 7% to 6.375 % and planning to keep doing it till interest rates keep going down. Now Unit B is attached townhome and beautiful location. What would you folks suggest? Should i buy it and how should i negotiate?
