Providing a service to MDU ( >50 units)

Hi Everyone,

I'm looking for some advice but not sure if this is the right forum. I provide a service that can only be installed in new construction MDU development. The service is an all or nothing, what I mean by this is the service is installed in all the units or none. In this case, who makes the strategic decisions on what services will be offer to tenants? Who should I be making the sales pitch to?  Please take it easy on me, I'm not trying to plug my service here, just looking for some insight into the industry. Purely an education purpose.
