Rental income on 2 family NJ Hack

I'm interested in purchasing a 2-family with an FHA however my income is hindering me from doing so. I want to rent out both units and fix up the basement and live there for a year. Are there any hacks to rent out both units for income and live in the basement or attic? I hear it's illegal to live in the basement in NJ but was wondering if there were any exceptions.
