Finance or Pay Cash for Rental Property Investments

A friend of mine is looking to start investing in rental real estate. Her current net worth is around ten million dollars. What good options does she have? She is new to the concept of real estate entirely as an investment and is confused about whether it is best to finance or pay cash for properties. I'm a newbie as well and have seen a lot of back and forth on the topic, so I figured I would post my specific question. Thanks for your time!
