best way to un-stuck capital in rental properties

Hi All Commercial Experts,

I greatly appreciate it very much for your input/thoughts and guidance in advance to guide me how (methodology)to tap in my capital from all my rental properties to purchase multifamily apartments or upscale my portfolio. I have 7 rentals ( approx $175 K and primary residence about $280 K) = $1 million in capital (got stuck)  all from Philadelphia. Which commercial lenders provide the best loan in term of fees/rates on exiting rental properties.
