Utility Bills in Los Angeles

Hi BP Community - I am looking at a pocket listing for a quad in LA. Property looks really good but the utility bill is high (which makes the economics a challenge) - primarily water/sewage which is ~$600/month. This is on top of $150 for gas that the current owner pays for (for a water heater that is shared). So net net, that is $750 for utilities which seems crazy. Does that sound reasonable? Would be great to get feedback on how to minimize/reduce this expense (if possible). Thx!
