Frozen pipes rental multi family in Houston

Hello
We have some rental apartments in Houston and the pipes burst ed because of the recent freeze. We hired a handy man and after spending thousands the pipes spring a leak at another place.The tenants are yet without water. We are considering re-piping with CPVC (replace all galvanized pipes). Would the insurance cover the damage? and does anyone recommend hiring an insurance consultant who has experience in this situation.
