Legal 2 Family by Permit vs. CO

Newbie here looking to do a house hack in the Long Island NY area. When I am looking at houses I have noticed that some of the listings mention it is a 2 family by permit and some say that it is a legal 2 family by CO. Is there a difference between these? I am having trouble getting an answer on this. Thanks
