Can’t find a decent Contractor in cleveland OH

I bought a 17 unit building that needs complete rehab from electrical and plumbing to drywall and flooring. I have spoken to a bunch of contractors but no one comes through. Either they are very busy or they never show up to a scheduled meeting. I am desperately looking for a favor here. Anyone out there able to help me get this project jump start - I would greatly appreciate it. Thanks in advance!
