Why would they expend the effort of getting one and having applicant sign all necessary docs if they aren't getting paid?

If the deposit is non-refundable and there is no damage, why do you think one person (the home owner or the PM) should keep all of it?  I don't know what the right split is, but the PM incurred costs in collecting and handling the money.
