House addition in Saginaw TX

Hi everyone,

I'm rehabbing a house in Saginaw TX as part of a BRRRR strategy. The city recently inspected the property and determined that a converted garage was poorly constructed. They've mandated its demolition but have allowed me to build an even larger addition (500 sq ft).

The city is requesting building plans for this new addition. I have two questions:

1. Does this require plans from a licensed architect?

2. If so, I've received a quote from a licensed architect for $2,300. Is this a reasonable price?

Any insights would be greatly appreciated. Thanks in advance!
