What does For rent and for sale signs indicate ?

Hi BP, i have been researching my markets for quite a while and wonder if you can Help me. If there are alot of for rent signs and for sale signs, does that indicate a bad market? I would like to hear other investor's thoughts on this subject, it would help me alot on what I'm leading towards.
