Abandoned Home

While out driving for dollars today, I came across a home that looked to be unoccupied. I stopped to take a look and talk to the neighbors and found that the house had been empty for nearly a year (the guy was a little pissed because he has been mowing the yard the entire time). After a little research on the local PVA website, I found the owner's name. I discovered that we had mutual friend (through social media) and contacted a close friend to see if he knew this person well. He not only did but offered to give him a call about the home. The person listed as the owner said that someone had purchased the house from him nearly a year before with cash and then just disappeared. He never filed any paperwork to have the deed transferred into his name!!! Does anyone know how to begin to clear this up or what the law is on abandoned property in Kentucky??
