Refinance closing cost expenses

Hello,

There are different views from CPAs I have worked with for claiming closing cost expenses paid for refinance while filing your tax return. 

Which closing cost ( expect for points ) can be claimed towards closing cost for either new purchase or refinance of an investment property?
