simple question, cant find an answer

Where do I find the maximum allowed number of adults to stay in a house. Ive heard its from Homeowners Associations, City governments and so on so forth. 

Im talking about Lee County or Collier county in Southwest Florida. Fort Myers.  

Thanks in advance Ive been looking for days.
