Cameras outside apartment

So I’ve got renter that put up a couple of cameras on the outside of his apartment, one looking into a car port the other looking at the sidewalk and steps. His neighbor just called not Happy privacy invasion bla bla bla. Am I correct in thinking the guy that put up cameras is in the right to do so?

The guy can't expect privacy outside. He'll need to talk to his neighbor, not you.
