Inspecting a Property that is being sold "As Is"

Good Day All,

I am looking to purchase a home that is being sold "as is", and has the common "do not disturb tenants" sign. When can I have my inspector go in? Do I need to make an offer first, put down a deposit? What happens if I put down a deposit and its in shambles?
