Are there any "FREE" public records online?

Everywhere I look, there is a fee for ALL supposedly free public records. I want public records not property records.

@Tony Marcelle as @Brock Mogensen mentioned using the county assessor website for properties in your target market is/should be free to access online. I use a free app called TruthFinder to skip trace owner info. There is an option to pay to upgrade the TruthFinder app, but I haven’t done that because the info I get from the free version seems to work.
