Off market RE agent fee

I am newbie here asking the basics- I am buying a residential property that the agent found off market by calling home owners. The seller will only give 3% to the agent, is it then normal for the buyer (me) to be responsible for the other 3% to the agent?

Is it atypical for me to have to pay it, or that the seller isn’t paying it?

I also look at it as the agent is really wholesaling me the house, as he is getting a great deal by calling homeowners, and then passing me the deal. As such it might be only right to give him his commission.
