NW Wash DC: Legal to Obstruct Court-ordered Sale?

I'm interested in a great house I found in NW Wash DC (great loc, Argyle Terrace NW, etc), but I can't find contact info for the realtor handling it! Think it's a court-ordered sale, realtor sign in front, but the sign's been painted over (apparently by occupant?) In a court-ordered sale, is it legal for the occupant to do that?
